L2off bug , monster dont atack if i increase the hp to high numer like 20.000

Hello,
if i edit a monster and put 10.000 of hp for example
the monster dont atack if the hit is 100 - 120
but if i get a S grade and make him high damacle like 700 , 800 it respond

wath is?

Also i go to a raidboss with a level 1 char and hit 1 ,2, the raid dont atack , need a hit of 5 +
