Interlude 120x help

[FG2014]

Trying to start up a new server I've hosted a few in my past,
Lineage 1 for 3+ years
DAOC for a year +

Having issues adding in a buffer
GM shops are in
And all other basic stuff but for some reason my buffers never work.
Any help would be greatly appreciated

Either people are unknowning or not wanting to help. I will spice it up, when server is finished in the next few days during beta i will give the person who helps me most a +10 item of their choice.
