I Think All Members Must Use Hidden: Login For All Shares
So Guests Cant Download Without Login in..so We Avoid To  leech your shares
2 :
Add a Junkyard To Delete The Dead Link's And Clean The Forum!
3 :
One New Board "Programming section.For More Shares And Help with "SQL" e.t.c!!
4 :
Em..Adenas..So The Members Take "Adena" With Every 1 Post! and Shop To Be E.G : Premium For One Month ;)(This Means More Active in Forum)
5 :
Board : Marketplace and as subboards all the things like L2 packs / chars etc
6 :
Board : Lineage II Development
Share everything about l2 development
7 :
Board : Lineage II Client Modding
Share everything You Want About L2 Client Modding

EDIT
8 :
SubBoard : Report Section(In Announce + News)! there everyone can report Bad language/Worng Topics E.t.c!
