LF Brand New Server Low rate/Mid rate

Ive been jumping from server to server to server to server and I still cant find a good place thats like retail.
( I've played on L2 GoD but its not the same L2, its too easy to level and Imo the gameplay went whack )

Im looking for a server  low rate-mid rate( 5x-30x)

* Oldschool retail where you have to craft everything above D/C, or RB drops
* No GM Shops, or NPC Buffers
* English Community/U.S based server. ( Ive played too many Lt, RU servers, but I prefer English community )
* Interlude preferably if not anything else above it is ok
* New Server( a few days-2 weeks)

So hard to find a good permanent server to stay on if anyone could point me in the right direction id appreciate it
